HOLD the Line for Families, Truth, and a New Golden Era

We are not here to manage decline. We are here to unleash Californias next golden era.

I am Łukasz Adam Filinski, a Catholic father of three sons and an independent candidate with no party machine or special interests. After years of betrayal, loss, financial ruin, and moments of profound loneliness, I learned that real strength comes from carrying the cross with truth, forgiveness, and the decision to HOLD the line even when it hurts. Real love is not soft, it is the choice to protect what is good, speak honestly, and build rather than break.

I bring a simple, unbreakable covenant: Every major state decision must answer one question. Does this strengthen families, protect children, honor truth, and treat people with dignity? These principles are written on every human heart. They are the common foundation of decent societies and the line I will never cross.

This is the New Fway 67: faith, family, honest work, joy, and human creativity rising together in the age of AI and rapid change. It is not about returning to the past. It is about ascending to the California we were always meant to be, under God, with open hearts and strong hands.

1. The HOLD Amendment – Truth as the Foundation of Government

As Governor, my first official act will be to introduce the HOLD Amendment to the California Constitution and immediately launch the Truth Budget Dashboard. This will be a transparent real time public online tool that tracks every major state spending item, its actual outcomes, and waste metrics.

Every major decision and budget item must pass the HOLD Test: Does this strengthen families, protect children, honor truth, and treat people with dignity? I will veto any bill that fails this test unless it is overridden by a 67 percent supermajority of both houses. In the spirit of the New Fway 67, we move beyond narrow 51 percent victories and instead seek broad consensus so that major decisions serve all Californians.

Through ruthless transparency and accountability, we will cut waste, eliminate failed programs, and redirect every saved dollar directly to families and communities. In the first 100 days we will begin phasing out the state income tax for working and middle class families. We will also reform property taxes into a simple predictable flat fee based on the physical size and basic use of the property instead of punishing families for improving their homes.

The HOLD Amendment is not left or right. It is human. It is the unbreakable line we will never cross.

2. End Street Homelessness in One Term – Community HOLD Homes

Building on the recent 9 percent reduction in unsheltered homelessness, we will treat the remaining crisis with urgency, heart, and accountability. Every empty state building and underused property will be converted into immediate housing.

We will launch Community HOLD Homes: California families and individuals with spare rooms will receive a strong monthly stipend (900 to 3200 dollars) plus support services to welcome someone in need. Each participant will be paired with a paid mentor or coach for recovery, mental health, job training, and rebuilding life. We will enforce laws against dangerous encampments while prioritizing voluntary pathways to stability.

3. Make Housing Affordable Again – The Land and Roots Initiative

Californias housing crisis stems from too little supply and too much red tape. We will make large blocks of state and surplus land available at discounts for working families to build or buy homes. Red tape will be slashed with AI powered, objective permitting targeting approvals in 30 to 60 days.

We will launch the Roots Lottery, a transparent annual program awarding thousands of family sized lots at deep discounts or free, with a commitment to build and live there for at least seven years. Larger lots will support gardens, play space, extended families, and accessory dwelling units. This will restore the real California dream of ownership, stability, and roots.

4. Build a Family Renaissance – The California Family Renewal Act

Californias greatest crisis is not housing, crime, or even the cost of living. It is the quiet collapse of the family. Too many young people no longer believe they can afford to get married and have children. We will change that.

We will enact the California Family Renewal Act, a bold, comprehensive strategy to make California the best state in America to fall in love, get married, and raise a family.

Create a Family Formation Fund that provides newly married couples with a one time 15000 dollar Roots Grant to help with a down payment, moving costs, or starting life together.

Give priority access to the Roots Lottery and larger family sized lots to married couples and families with children.

Reform family courts dramatically: replace the current adversarial system with a Family Reconciliation Court with HOLD Teams, trained community mediators who step in early to help parents reach fair agreements before cases spiral into years of destruction.

This is not about managing decline. It is about igniting a family renaissance in California, a state where young people once again dream of building a home, raising children, and creating a legacy. A state where families are not just surviving, but thriving with joy, stability, and deep roots.

We will HOLD the line for the family as the sacred foundation of a truly ascendant California.

5. Rebuild Education for the Real World

Our schools are failing too many children, leaving them bored, anxious, and unprepared. We will cut administrative bloat, give parents real voting power on major local decisions, and shift focus to practical skills, creativity, and character.

AI will serve as a personal tutor for every child. Teachers will become highly paid mentors. Every high school senior will complete a Senior Creation Project, a real business, invention, artwork, or community initiative they build and present. Success will be measured by what students create and achieve, not just test scores.

6. Create Purpose and New Work in the Age of AI – Human First AI State

AI will displace hundreds of thousands of jobs. We will face this reality head on. California will declare itself the worlds first Human First AI State. Companies replacing large numbers of workers with AI must first offer those workers ownership stakes, retraining into new roles, or fair severance tied to the profits the AI generates. Those that keep humans at the center will receive major tax incentives and fast permits.

We will launch a Purpose Fund to help displaced workers quickly start businesses or move into high value human roles in construction, local food systems, community care, tourism, and creative fields. Red tape will be slashed so new ventures can launch in days instead of years. The goal is clear: turn disruption into an explosion of new opportunities with dignity, ownership, and purpose.

7. Taxes and Budget Relief – Stop Punishing Work and Home

Californias tax system punishes hard work and home ownership while wasting billions. Using the Truth Budget Dashboard, we will cut waste ruthlessly.

We will phase out the state income tax for working and middle class families and move the property tax system toward a simple, predictable flat fee based only on the physical size and basic use of the property, rather than ever rising assessed values that punish people for improving their homes.

This will be one of the largest tax relief packages California families have seen in decades. Families will finally keep thousands more dollars every year to build homes, raise children, and invest in their future.

8. Joy and Renaissance – Bring Back Celebration and Community Life

California was once known for energy, creativity, and the joy of living. We will bring it back. We will launch the Peoples Coachella series, low cost or free community events in parks, beaches, and neighborhoods where anyone with talent can perform or participate.

Standout creators will receive small grants and fast track support. Funding will emphasize private sponsorships and seed grants tied to participation and local impact. The goal: a California where people do not just survive, they live with laughter, music, and real human connection.

9. Crime and Justice – Safety with Strength and Mercy

We will back law enforcement with better pay, training, and tools while holding violent and repeat offenders accountable. We will dramatically expand mental health beds and proven early intervention programs for at risk youth. The focus will always be protecting the innocent first, while offering genuine paths to redemption for those willing to take responsibility and change.

10. Rebirth of Gods Creation – A New Covenant with Californias Wild Heart

Our mountains, ancient redwoods, oceans, and valleys are Gods living masterpiece and Californias greatest inheritance. Under the New Fway 67, we will not simply protect nature. We will enter a bold new covenant of stewardship that heals, restores, and elevates it for generations to come.

We will launch California Reborn, an ambitious, decade long initiative to:

Plant 100 million native trees (with a special focus on restoring and expanding old growth redwood forests) while rewilding degraded landscapes into resilient, carbon rich ecosystems.

Fully restore major watersheds and coastal wetlands, turning them into powerful blue carbon sinks and revive salmon runs.

Dramatically expand public access with new family friendly trails, wilderness gateways, and Creation Parks, so every California family, especially those in cities, can experience the wonder and healing power of nature.

Create a Youth Stewardship Corps that puts thousands of young Californians to work planting trees, restoring rivers, and learning hands on care for the land, building character, purpose, and roots at the same time.

This is not environmental management. It is a joyful renaissance of creation, cleaner air, clearer water, thriving wildlife, and more open beauty passed on as a sacred trust to our children and grandchildren.

We will HOLD the line as faithful stewards, proving that truth, love for family, and reverence for Gods creation can rise together in the age of AI.

United Under the HOLD Line

California is not red or blue. We are fathers and mothers, sons and daughters, workers, creators, and neighbors who still believe in family, truth, safety, opportunity, and joy.

I am not running to divide Californians further. I am running to hold the line for what every decent heart already knows is right. Whether you have voted Democrat your whole life, Republican, Independent, or stopped voting altogether if you want your children to grow up with roots instead of fear if you want streets cleared of despair and filled with hope if you want work that has purpose even in the age of AI then you already belong on the New Fway 67.

This is not my plan alone. This is our covenant.

I have carried the cross through the hills of San Francisco and felt what it means to be nailed down by pain and fear. Yet love held stronger. That same love can heal and lift California if we choose to carry it together.

Even if I do not become Governor, I will never stop walking this way speaking truth, helping the homeless one life at a time, and fighting for the family renaissance our state desperately needs.

A New California Is Possible

The New Fway 67 is more than a list of policies. It is a new way of life, where truth is restored, families are strengthened, waste is cut, joy returns, and we act as responsible stewards of this beautiful land.

I cannot do this alone. I need your help, your ideas, your hands, and your voices.
